What this RFP covers

The builder produces a ten-part request for proposals that follows section 94 of the Strata Property Act, section 6.2 of the Strata Property Regulation, and the province's guidance on choosing a provider:

SectionWhat it does
Invitation and deadlineStates your strata's deadline under Regulation 6.21, worked out from your region and your last report.
The propertyLots, buildings, type, age, sections and the components that drive cost.
Scope of workEvery item section 6.2 requires: inventory from a site visit, the 30-year forecast with stated assumptions, at least three funding models, and the preparer's relationship disclosure.
QualificationsThe six professions in Regulation 6.2(0.1), insurance, and a no-referral-fee confirmation.
Proposal contentsFixed fee, site visit plan, timeline, team, sample report, references.
EvaluationA weighted table, because the cheapest bid may not be the best.
Timeline, documents, rules, contactEqual information for every bidder, one contact, a written fixed-price contract.

It also writes two council resolutions in the format used in BC strata minutes: one to issue the RFP, and one to award the contract with the funding source.

Questions councils ask

What should a depreciation report RFP include?

A description of the property, the scope of work required by section 6.2 of the Strata Property Regulation, the qualifications the preparer must hold, what each proposal must contain, how proposals will be evaluated, a timeline, and one contact for questions. The builder on this page includes all of them.

How many providers should we send the RFP to?

At least three. The province suggests building a list of qualified providers from impartial recommendations and allowing at least four to six weeks for responses.

Does the strata need owner approval to issue an RFP?

Issuing a request for proposals is usually a council decision, recorded in the council minutes. Paying for the report is a separate question: it can come from the operating fund, or from the contingency reserve fund with a majority vote at a general meeting under section 96 of the Strata Property Act. Check your bylaws for any contracting rules.

Is anything I type stored or sent anywhere?

No. The RFP is assembled in your browser. Nothing is sent to StrataMinutes or to any provider until you choose to email it yourself.

The RFP is free. So is your first month of minutes.

Every step of getting a depreciation report ends in a council minute. StrataMinutes turns your rough notes into complete, professionally formatted minutes that meet the Strata Property Act, usually within minutes.
